Although we cannot say for certain at this time as the Police Auditor, Michael Gennaco has not provided the complete report, but it appears that based upon the initial cursory report the video of the Murray incident is missing.
Interestingly there is an application on the patrol car video systems which allows for the retrieval of video footage even when an officer forgets to turn the camera on.

So if this feature has been turned on there should be video footage even though the officer did not turn on the camera system.
